The Final Declined Offers Feed was misreporting students associated with invalid entitlements and canceled orders. This has now been resolved.

As a result of this bug fix, the Final Declined Offers Feed accurately reports students who opted-out of an offer and students who have an existing and valid entitlement for the entire length of the course. We are working to resolve an issue where offers associated with existing content cannot be imported through the SIS catalog import. We have identified the root cause and are working on a bug fix.
