# Program administrator permissions

**Program Administrators** are users who manage the activity and growth of the digital content program of our member institutions. These users have overarching permissions in Order Tool. In addition to having access to exclusive administrative tools (See [Schedule of Classes](/products/content/unizin-order-tool/schedule-of-classes.md), [Catalog Tool](/products/content/unizin-order-tool/catalog-tool.md)), Program Administrators can also place, edit, and/or cancel orders in Order Tool, regardless of Ordering periods.

Permissions are configured by Unizin's Services team once an Institution's Sponsor Team designates one or more administrative users they deem appropriate for this role.
